What is it mixed in with?

I actually took this picture at some public gardens. They were set in perennial test gardens so no mixed gardens or anything. If I remember correctly it covered about 15 square feet almost like a ground cover.

Definately a groundcover, 15feet is a lot of ground, at least four years at it's lowest speed, I bet. But there is some fine-leafed thing that is mixed with it in your pictures. (which are very good, by the way) Not blooming, but a short and attractive thing. Most of the leaves in the bottom left are not from 'Waterperry Blue.'

Oh wow, I see that now! I did not even notice when I took the picture. I have no idea what that is, but I curious now.

Not sure if they still have it. It's about an hour away so accessible, but I have not been out there since then.
