Any suggestions for skin allergies?

Belleville, IL(Zone 6b)

I am trying to control Stormy's skin allergy without having to resort to prescription pills.
She breaks out on her neck and under her chin.
Maggie is always chewing on her when they play. She chews on Maggie also, but Maggie never shows any redness. I put some bitter apple on her neck so Maggie would leave it alone, but then she started grabbing Stormy's leg!
I wanted to see if the redness was caused by rough play or allergy irritation.
She still has the redness and I wanted to use some sort of herbal treatment in the form of a liquid I could dab on her. I had some stuff one time that was very cooling that I used on one of the pets, but I can't remember where I got it, or what it was called.
It isn't mites as the vet did a skin scraping when she was spayed. He said she had skin allergies and prescribed some pills for her. I just hate to always have her on medication.
It isn't the cost, I just don't like the idea that she always seems to be taking meds for one thing or another.
