Eyesore neighbors- low shrub cover for SHADE?

knoxville, TN(Zone 7a)

Ok- unique situation.
My neighbor who is about 100 years old and not capable of dealing with the problem has a yard that is slightly HIGHER than mine in the back. On my side of the yard, which is maybe two to three feet lower, some previous owner placed a line of trees most of which have been pushed over at this point. On HER side of the yard, someone has placed a mess of junk (siding, old two by fours, iron rods, anything they could get their mitts on) in a poor attempt at HOLDING UP her yard from a landslide onto mine. It looks terrible but all of the neighbors agree that I can't approach her at her age, it just wouldn't be right. I never seem to catch the people who come visit her and I don't even know if they are her family or what. Anyway, I was wondering if there were maybe some shrubs that were only a few feet high that would grow in the shade to partial sun to mask that mess until there is a new owner in the house that we can get to fix up their side. Something that would grow rather quickly?
