Clipping toenails

I have one dog that makes clipping her toenails nearly impossible. Her dewclaws are circular and getting sharp. I am afraid she might poke her eye with it. She has already cut my arm with it when she jumped on me. It is like a sickle.
Any suggestions? I muzzle one of my dogs, but when I tried this with Lucy, she still fought me. She is only 45 lbs, but really strong and I can't get her into position to clip any of them. It is like wrestling a bull.
