positive reinforcement HELP

I just got a Border Collie puppy 9 weeks old and would like to start training her using the Positive reinforcement method. I have done some research on the matter, and I find it is hard to not say 'NO' when she is biting my ankles or chewing on the electrical cords etc. I give her something else to destract her, but sometimes when nothing is available I have to say 'no.
My question is ..does any body have experience with this?
