Is it possible to create a water garden by means of a deep basin pond that would force the water back up hill to a small pond at the top and cascade the water down falls back to the larger basin pond? If so how could I possibly do this?

No, water will seek to level itself. So if you were to attempt some sort of underground tap into a deep basin pond from a lower pond what you end up with is 2 small ponds because the deep one would basically drain into the other until they were the same level.
