Making Good Biscuits????

I've tried twice lately to make buscuits & both times they came out like hardtack. They didn't raise. I used a 'Jiffy' biscuit mix the first time & Bisquick the 2nd time. What am I doing wrong? I love biscuits & gravey, biscuites & stew, etc.
