Credit Card theft

Now this is spooky. I work for the state and have a state credit card. Somebody tried to use it for a $10,000 purchase. It was stopped thank goodness. But how on earth did somebody get the number? Yes I have the card in my possession and I have had to verify that it's not been stolen numerous times.They are still checking into it but I thought maybe some of you gurus might have an idea.
