my neighbour has had this spectacular pot with greenery and curly willow all summer and now that we have had several frosts the plant has turned color but not died. She doesn't know what it is called but believes it is a perennial at the west coast and was told she could overwinter it in her garage. Anybody identify it?

Well, the leaves certainly look like some sort of Philodendron.
Probably Philodendron selloum, "Split Leaf Philodendron".

Thats what I thought when I saw it this summer. But would a selloum philodendrun handle 5 or 6 degrees of frost and go dormant over winter?
Seems unlikely; but, I suppose stranger things have happened.
Maybe it really likes your friend.
Sometimes quality of company is more important than quality of environment.

It does freeze occasionally here in SF, and they survive outdoors.
Just looking at the leaves I can't imagine what else it could be.
It looks like a philodrendron from here too.
