Still having problems with my "window" size

I don't know if you recall the problems I was having earlier in another thread. Sometimes when I open a site it's be just fine, but then when I click on a hyperlink, that page will be huge, way bigger than my monitor. And my Outlook Express is bigger than the monitor. Even in the "restore down" mode. I've tried finding the edges and dragging, but never get the arrows indicating I've found the edge. Any help appreciated. I've looked about in control panel, display, and a few other places, but can't seem to get the hang of this one.
