Need Help With Shipping Question

I know that this forum is supposed to be just for Europeans, however, I hope you will forgive my question. I have a GF who would like to ship some of her irises, bare root, into Sweden to relatives. How would she go about finding out the restrictions, if any, into that country?

She has emailed them pictures of her garden, and they say they don't have the variety that we have in irises.

I found that you need a licence http://www.sverigeturism.se/smorgasbord/smorgasbord/service/customs.html#6 - the very last sentence under 'Laws of Import'

And this one says you need a phytosanitary certificate from the government of the country where the plants were cultivated http://www.lu.se/info/Guide_foreign/A22.Guide.import.html

I haven't found the website of the Swedish government body, but at least this should get you going...

I have never had any problems receiving plants from the US. And we are the neighbor country of Sweden.. Need any help with Swedish language or need to translate anything? I've studied it for 5 years in school (a compulsory here), and would like to get some more use to it ;)
