Do the orange markings indicate a male?

Both sexes of the Eastern Swallowtail have some orange..Here is a picture of both sexes..Here is the link..

The blue markings along the entire edge of the hindwing tell me it's a female Tiger Swallowtail. If it were a male, there would be only a small blue spot on the hindwings near the "tails." The link Larkie posted shows the difference very well.
