cockatiels flying free

For the past few weeks or so i've been hearing birds outside that sound like cockatiels. But up until today I have not seen them. When I got home from work this afternoon the birds in question were really chattering and then I saw a strange looking thing fly over. Sure enough it was a cockatiel,not one but at least two.I actually saw one but only heard the other from a distance in the opposite direction communicating with the one that I saw.
I have lots of relatives in the area that have birds ,but am not sure if it is one of theirs or someone elses. They really got poured on today though because shortly after seeing them we had an extremely bad thunderstorm with a LOT of hard rain.
I'm wondering if someone was foolish enough to have turned the birds out on purpose or if they have escaped from a cage that was left outside too long. I've had birds myself in the past that had to have padlocks on the cage because they are just too smart for their own good and like to open the cage door when they want to open it.
I hope these two find a home soon or someone is able to catch tehm. We have lots of predatory birds in this area including swallow or scissor tail kites which should not be but do nest in our neighborhood that would love them for lunch
