How deep should I place Lotus, regular Water Lilies and Tropical Water Lilies?
I have the Lotus 2-3 inches below the surface (top of the pot), The regular Lilli about 2 feet deep and the Tropical about 2-3 inches.
Also, is there a way that I can winter over the Tropical?

You did good, they are all at good depths.
I can't answer you question about tropical lilies. The only way I can grow them is if I get them as full sized plants in the summer. I have tried growing them from corms and failed miserably. I've also tried overwintering two different ways and I just could not do it. A lot of cole climate people have great success with them, hopefully one of them will pop in and teach us both something.
