So sick of neighbors roaming cats

Perrysburg, OH(Zone 5a)

I'm so sick of my neighbors cats, they just let them roam everywhere and they are not fixed, extremely thin, and I think they are becoming sick. My cat got out the other night for 2 hours and got into a fight with one of them, and today I spent $117.00 at the emergency vet because she had an abcess the size of a grape on her ear. Then I found out tonight that my other neighbors cat got out a couple a weeks ago and the same thing happened to his cat!!! Could this be a sign that these cats have a disease of some sort?? I just get upset when I spend so much time and money on my pets and keep them inside in a healthy enviroment and if they get outside one time this happens. I'm fed up with our city animal control that won't do anything about this problem, in the past these particular neighbors have had dogs taken away that had parvo, been cited for not keeping the dogs on a leash, they've even had foster children taken away so you can imagine how they treat animals!!!! We have had this problem with cats for two years now, and also every summer their dog a full sized german shepard loses ALL of his fur from fleas, so over course there are fleas everywhere, when does this become a health concern to humans?? I won't even begin to talk about the animal feces everywhere. I just don't understand how people can be so ignorant. My poor Girlie cat had to get a shot, and abcess drained, a "camelback" which is kind of like an I.V. that is injected under the skin, anti-biotics for two weeks, and a warm compress 3x a day to help the drainage....all this because some people just don't care about their animals. I may be way off course here but I'm tired, frustrated, and been have worried about my cat all day now, and I needed to vent, it just doesn't seem fair. Girlie is starting to feel better now and just ate some ice cream for a treat, I think she deserves it after whats she's been through, this is a picture of her I posted awhile ago..
