'Page cannot be viewed' message

Hi. I am new to computers, new to the internet and new to DG so you might be hearing from me a LOT on this forum. Sometimes I get a message saying 'Page cannot be displayed' I just got it now when I was reading the DG newsletter. I was checking out the garden watchdog and tried to see the latest post to Bluestone when I got this message. Why does this message appear? Sometimes when I click refresh several times I get the page I am looking for but other times it doesn't work. Why is that?
Also...when I am looking at the Plant Data Base Activity log on the newsletter it is divided into comments and photos. Is there any way to tell if there is a pre-existing photo on the Data Base? Often times I just want to look at a photo and I get to that page and there is no picture :(( Thanks for your help :)
