128 bit encryption for Browser?

I was trying to access a military web site and I got back a message...The page must be viewed with a high-security Web browser
The page you are trying to view requires the use of a Web browser configured for 128-bit encryption.

Does anyone know where I can get this 128-bit encrypted browser and does a free one exist? I am simply in need of taking some army classes on line on my home pc which uses windows 98 and I am surfing the web via aol. Hope someone can lead me in the right direction.
