Shutting Off the Computer

Does anyone have trouble closing out the computer?
When I try to shut down I get stuck with "Windows is Closing Down", and it just stays there....won't shut off.
I have to shut it off manually, but then when I reboot the computer scandisk has to go through the process of checking C drive. Is this harmful when it happens repeatedly?

I have recently subscribed to DSL. Could this be causing the problem? Seems as though I didn't have this problem before then. (only once in a "blue-moon").

Any advice will be gratfully received!
