Sorry to butt in on this, but I would be worried about sending or receiving seeds pre-chilled. Pre-chilling or stratification is part of the germination process, when you need to keep the seeds moist and at a low temperature for several weeks, and I would want to be in control of the germination of my seeds myself. I would hate to think of them being stuck in an envelope for a week or so in possibly warmer temperatures half way through the stratification process, or arriving when I wasn't ready to deal with them immediately. Just a thought.
