I bought some of these from Franks Nursery & Crafts last year. I just love them. They are plastic and sit over the railing (6" or 4" width). They come in two different lengths and are available in green, white or terra-cotta colors. Also, you can get a 4" or 6" overhang size depending on your railing width.
Last year these were $13.00! They've marked them down to get rid of them at $3.20!
Edited to add that they just fit right over the railing. No nails or screws or anything. They have drainage holes, too.

TLC, it's for wood. But, if you had wrought iron that was 4" or 6" wide and flat, it would fit over that, too.
They look great. But the drainage holes with no way to put a drip pan under them would make me very unpopular with the folks that have their lounge chairs under my balcony.
I bought the standard window box type with trays and secured them with plastic ties. Keeps them secure in storms and no screws into the rails to upset the owner of the apartment complex. I thought I was being clever until I realized the trays fill up with water and it has to be syphoned off every time it rains since the pots and trays are tethered and can't just be llfted up and poured out.
Mmmmm.... Hadn't thought about that, Zany! An extra hassle for the containers ~ that stinks!
It isn't too bad. I got myself a kitchen baster and ues it to suck the water from the trays. Then I squirt the warer onto the more sheltered pots so that the liquid fertilizer I put on the plants is recylced in the run off and goes to the new plants. Seems to be working well so far.

And just think, the nearest store for me is only 1576 miles away! Looks like they have some great bargains but I guess I'll have to miss them. That means you won't have to elbow me out of the way getting to them ;~)
I really like your baster idea, Zany! I think I use that idea for recycling the fortified waterings this summer! Sounds like you need a road trip ~ lol! But, then again, you get a lot of good deals & offers we don't in the boring mid-west...
