Who would expect to see this thriving (well not dead) in the winter weather? Must be from a high desert region.

Well, it was a little bigger when I got it during the summer. *grin* I have broken off a few stems to share with friends. It got buried a little more yesterday, but is still thriving.

Windy, no, it isn't like yours. This one is a close relative of Opuntia, and those are very hardy. As long as the ground isn't boggy, opuntias can survive to -20F (at least, so my sources say). I hope we never find out! Bbbbbrrrrrr. Hope you are staying warm.

I have tried to break off stems and put them in dirt to root... and they just keep dying! What am I doing wrong?

Sounds like maybe they are being buried too deeply? Or are they being kept too moist? I just lay the broken branches horizontally on top of the ground and they root.
