Is this Mexican Heather a perennial? It is identified as both :ANNUAL
TENDER PERENNIAL

I don't understand. We live in area 6, 7, and want to plant this down the side of steps.
The location gets sun from noon until evening, and it is on a slope.

Mexican Heather, this plant, is a perennial here in Tampa Bay and not so tender IMO. It is not a plant that we have ever protected during our "freezes" and has been here since before we bought the house years ago.

Hopefully someone will come in with better info from your climate.

Some plants are marked like this when they are grown as annuals because they won't survive winters in the north.
