This is a varigated sweet potato vine, at least that is what it looks like from the picture. I doubt that this will get flowers on it. A tri-color morning glory refers to the flowers themselves, not the foilage.

This is what may be a dwarf variety described as Spice Islands or simply as variegated - grows 9 in high and spills to 1 ft across. This one did not flower.

Diva, regular sweet potatoes make a green vine. You can buy this at almost any nursery.
