How can people be so curel?

There is a golden and white cat that belongs to the next door neighbor,I found the poor baby laying in my front flower garden. It couldn't move without pain, it's ears, nose and mouth is so yellow that it reminded me of Bittles. When we picked it up to see what the problem was it cried out in pain. We don't know if someone hit or poisoned him, but I do know that someone has done something to this little baby. I will know more after she comes from the vet. If someone here has hurt this little kitty then I only wish that I could find out who is responsible. I would really like to see them prosecuted to the full limit of the law.
We have a lot of people around here that hate cat's and don't mind hurting them even to the point of killing them, they seem to think it's funny to watch them suffer...stupid people.

Please forgive the spelling in the title I know it should be cruel but right now I am so upset and didn't relize that I had typed it wrong.
