It depends on the state you're sending plants to, and whether that state considers that plant to be a noxious/invasive plant. Here's a site that you can use to search for plants prohibited by each state.

Then for safety's sake you might try an internet search with the state name + plant latin name + department of agriculture. That should get you a link to the actual regs for that state.
Generally, its the West coast states and hawaii that have the most problems. But if you ship bare-root, with the roots wrapped in wet paper towels and then placed in plastic bags and taped shut, they will probably cause no problems. Be sure you ship no bugs, roots of other plants, etc.
