There's what resembles small white ' clouds ' on my lemon balm plant. No bugs, at least none that I can see. What might it be?

Jennifer - Are these "clouds" in the air above the plant or on the leaves? Can you give a little better description, please?
They're on the leaves. I am guessing a fungus of some sort, but I don't know enough to guess. They're light white splotches - does that help?

If the white stuff is soft and cotton-like, then it is mealybug. Mealybugs don't look or move at all like what we think of as bugs. Otherwise it is probably a fungus, such as powdery mildew.
Under magnifying, and a long investigation, I found what might have been a bug - I didn't leave him alive long enough to ask. Doused the plant in Safers spray. Plan to repeat in a few days, then check to see if they're all gone, and to make sure the leaves look better.
