Confused by the logic that fails me-All info cut and copied

Effective January 22, 2002, APHIS rules and regulations concerning imported plants of all kinds became mandatory!
Brugmansia and Datura are restricted genuses. Plants and cuttings, both trades and purchases, imported from other countries (including Canada) require a quarantine of 2 years (on your property), with supervised APHIS inspections, before you are free to trade them, sell them, or use them for hybridizing purposes.
Anyone may get a free Import Permit. Contact your local Department of Agriculture and they should be able to help you obtain the license.

Here goes, with the above information...I have but one question. If it is legal to import, grow, and trade seeds with no exceptions. Why should an exception be made for those hybrids that one personally makes. In other words, you can purchase a cross from oversea's and grow them up and trade them at will. You can not however make that same cross on your own and grow them and trade them. Is this a little strange? How can we say that the plants from overseas which have not been quarantined in the USA can allow their seeds to be grown in the USA without restrictions and those same crosses can not even be made in the USA...even if those crosses were made using cuttings from the same plants that produced the same said cross from over sea's. Am I losing anyone here? I know I don't always state clearly what I mean, but then perhaps I am not following the logic of the above either.

I guess what I don't understand is if we can import any kind of seeds from outside our country, why can we not produce seeds from imported plants that are in quarantine and use those seeds for trades, new hybrids, etc. Seeds are not supposed to be affected with virus, right?

Sorry, the above title was supposed to say all info cut and copied from ABADS new site. Can you believe the logic though. Someone from oversea's can make any cross with unquarantined plants they want and send it to us and we can grow it and send out cuttings as long as we recieve them as seeds apparently. That same person, if he sent you cuttings of the mother plants used to make that cross...we'll, you'd be required to keep those plants for two years before you could make that same cross and grow them up using the same plant material. Is that logical?

Just remember, ABADS doesn't write the laws. They just give information about them.

There is nothing written on the back of the USA custom form about bringing seeds into the USA...it mentions plants,fruits, veggies, meats,etc.

Importing seeds of Brugmansia crosses into the US and growing them out there is NO different than importing two cuttings, crossing these the moment they arrive and growing out these seeds. I see the logic in the 24 month quaraintain period for imported cuttings. That is to ensure, that no viruses is coming in with the plants *lol* But as both Monika and others say:"Viruses can`t be transmitted inside a Brugmansia seed". So there will be no harm done in crossing two quarantained plants, desinfect the seedcoats and growing out their offspring :)

btw. is it now legal to mail seeds to you directly? I ask only because I will re-make Dr. Preissels x flava crosses this year by using "Ida" and do this in the slim hope to obtain plants, that are less virusprone, than the ones we know now. I like to ad some heat tolerance to these too, - and that is where I see you coming into the picture *lol* I know you got the heat *lol* - and I know, that you will cull anything not worth living without any sentiments :)

I would also love to mail you seeds of any seed-yielding cross I make this year. When I use the expression seed-yielding, it is because I am not sure, if the Brugs keeps their fruits, if these go dormant through winter. Last year, when I took Ida in, she shredded much of her fruits and that is what really concerns me ... it there a sure way to makečm keep their fruits on without using superglue?

GA-3 will make the plants hold their seed pods longer. It makes the plant more prone to cold damage though. I spray mine directly on the peduncle and a bit on the branch itself and yes, it is legal to send seeds directly to me and I appreciate your effort more than you realize. Vigor is first and foremost for a cross of that nature with me.

Arlene, I don't think it will be the same as before though. Are you still planting brugs outside? Nasty day her today. Turned the furnace on and made a pot of chili before lunch. Just said on TV that it is 47 in DesMoines. Pretty chilly for this time of the day.

Tonny...all of my plants when brought inside for winter hold the pods..even in the dark dry area I keep them..only the infertile crosses abort in storage.Just give them a little water from time to time. :-)

Got a couple of pictures but most have to be developed and put on a disk...off to WalMart this weekend.
