can receive but not send mail

Deep South Coastal, TX(Zone 10a)

I get a message that the email was prohibited by administrator. I've updated my virus protection, scanned and don't have one. I just switched to cable from dial up, but due to some problems with server, don't have an email addy for cable yet. Is this the problem? None of the settings have been changed.
I also lost all my cookies and had to re-sign in to everything. Wonder what caused this?
I promise, I haven't been messing with the settings on my computer and a tech installed everything!!
