A female of a specific species or just freshly hatched?
Found 03/10, Valencia, California, shrubland with blooming grass and oak trees, 9.30am, 3cm length, unable to fly.

This looks like an insect that has just emerged and the wings haven't expanded yet. Many species have a similar look before everything fills with their fluids. I do not have any info on possible species, but chances are, it is a very young one that is just getting started.
This does appear to be a female moth whose wings have yet to fully expand. There are a few species of moths that are flightless, but this specimen does not look like any of them.
