North Texas zip code 75082. I think it's a male carpenter bee but am stumped on why it would be on top of what looks like a honey bee. Any thoughts?

It's not a bee, but a robber fly (family Asilidae) in the genus Mallophora. It looks like Mallophora orcina, known as the southern bee killer - see https://www.insectimages.org/browse/subthumb.cfm?sub=80351
