Opuntia, Prickly Pear Cactus, Boxing Glove Cholla, Dog's Ear Cholla 'Monstrosa'
Cylindropuntia fulgida var. mammillata

This cactus grows weird fan-like arms, in addition to those that look like fingers or toes.
