From what I read, it sounds more like the big companies trying to do away with small sellers. I can't think how this would stop casual traders. As someone said, a few seeds in a greeting card, a few cuttings in a box of knitting yarn, etc. Last year, or year before last, some of the big companies tried to come out with crop seeds that would only produce seeds that were sterile, not hybrids that would revert to parentage, but seeds that would not grow. European and Indian farmers threw a fit and it made the news. The idea was to force the farmers to buy new seed each year, regardless. With this law, we could only buy what the big sellers wanted to sell us and at the price they wanted to sell. It has very far reaching ramifications.
No,I think its saying the goverment will deciede what trees and flowers we can grow in our own yard,if I want to grow a datura,and datura is said to be invasive on that list,then the govement can actually come on to my privite property and remove the plants they don't feel should be grown here.Because they are not NATIVE to my yard.
I think, that PETA could sing Chorus with APHIS, while they walk in line.
