Pocket plant

I have 4 bulbs of this plant and would like to know if I can get them to emerge and start growing ? They are under fluorescent lights in my basement ! They are hard, so I know they are alive ! Can I give them some warm water to bring them out of hibernation? Don’t want them to rot !
