I have spread throughout my veggie garden, well rotted, diluted horse manure. Is this acceptable as it's diluted?

I'm not sure what your question is. Is using manure considering composting? I don't think of it as composting. Composting is the process of putting stuff in a pile and letting it decompose into a usable material to supplement your garden soil.

      I've never used horse manure but here is a link to an article about it. Evidently fresh manure is a no-no, aged manure is ok.

We did use our horses' manure and let it "cook" for nine months or more. So Spring to Fall manure would be used the following year. The reasoning is that horses receive annual vaccinations and regular wormers throughout the year. We had researched that nine months was a reasonable time for these meds to degrade.
