Eastern Tiger is not a resident of WA but Western Tiger Swallowtail - Papilio rutulus is. The continuous yellow submarginal band of the ventral forewing is a characteristic of Western Tiger rather than Eastern Tiger so this specimen is a Western Tiger Swallowtail..
