Brownish, about a centimeter long, high speed buzzing jumps (mild flying ability?) attracted to light... Lil Batman ears. In Kawasaki Japan, 8pm.

Cool! That sent me down the right Google rabbit-hole and I found it. In Japan it's called the "mimizuku tsunosemi" which translates to "horned-owl treehopper" I can't quite figure out its proper English name, but close enough!
