I'm not sure if I can just plant these little guys as they are. They are too small to cut with an eye into a different sections.

You can plant those little ones, especially if they have a root attached.

for those little ones that have roots popping out, i would go ahead with those, put the whole potato in there since they are that tiny, typically those tiny ones are called "seed potatoes"
if you did not see any root, you would have to wait to see if any eyes would spout up on it
