Sharp-shinned or Cooper's?

Sorry for the awful quality of this pic. It was taken from too far away through a dirty window.

I always have trouble with the identities of these two, but I'm leaning toward Cooper's.

Tough one, but the bill looks rather small, so I'd tend toward Sharpie, but with low confidence.
