zone 5 illinois - when is a good date to start soil preparation of a new garden without a rototiller ? :)

I'd say as soon as the ground is workable. It's never too early and it's an on going processs.

I've always thought that I should start preparing the soil in Fall--but I'm so busy then it usually gets postponed until spring.
