Looks like a Merganser. If I'm reading the maps right, it should be a red-breasted and the raggedy crest fits. But the beak looks more robust like a Common. I'm still trying to learn myself, so wait for the experts ...

Common Merganser, an adult in moult (from the ragged wings missing most of their feathers!) not a young one
