It is not one I am familiar with, but if it is a native to US species, it is not legal for you to keep it without a permit. Contact the closest Wildlife rehabilitator and they will instruct you what to do.

Could you please explain, "They dont seem to be helping at all". So I am assuming you called. Were they not willing to pick up the bird? The rehabilitators around here are quick to do what they can for native birds. There are also pet bird rescues that would take in the exotics.

I tried looking at Florida birds that are black and yellow, but none look quite like this. It could be an immature bird that doesn't look like the adult pictures I am looking at.

I do not often recommend other forums, but since there's been no other response, maybe try http://www.whatbird.com/forum/ Not only do they know US birds, but some have a vast knowledge of the other birds, too.

Well, no US laws broken, as it's an escaped cagebird, not a US native species. Not sure what exactly, something from the family Iceridae, but not a naturally-occurring wild type, a cagebird breeder's fancy variety - nothing natural has those bright yellow wing feathers.

Since it is an escape, it probably won't survive well in the wild; probably better to keep it indoors. From the first pic, it looks like it doesn't even know what rain is :-)
