This insect is on our newly planted milkweed. The infected plants have stopped blooming but in other areas of the yard they are still blooming. Looks like scale on the leafs.

The bugs are large milkweed bugs, Oncopeltus fasciatus - they do not appear to cause significant damage by their feeding -
