CLOSED: A sparrow hawk

Looks to me to be a Japanese sparrow hawk. Can anyone confirm positively with this one picture?

Thanks so much, Resin. I heard they fly through here in large groups in October, (but declining), on their way south, and birders go out to see them at certain locations, but I've never gone. I should have noticed the (diagnostic) features you mentioned, and the flat wings. Anyway, it is fun learning.
