I guess not. I think Great Egrets have yellow bills. I have no idea what it is.

to me it looks like a little egret (Egretta garzetta)

It is a Great Egret - the Asian subspecies Ardea alba modesta (unlike the American subspecies) has a black bill in the breeding season.

It was suggested as a species split (as Eastern Great Egret A. modesta) a few years ago, but genetic evidence didn't support splitting.
