Is it too late

Is it too late to pot plants up another size that really need it? Hibiscus, etc? Also can I pot them up and gie them some root stimulator and fertilize them this coming week?

Plants that have outgrown their pots can be moved up a size anytime - nothing stunts a plant like having its toes pinched. Root stimulator is just a liquid fertilizer. With cooler weather coming on a slow release pelleted fertilizer like Osmocote mixed into the potting soil and a little on the surface would be better. In addition I like to use "Superthrive" when re-potting to help relieve any stress issues.
