Trimming honeysuckle

Beverly Pflugerville, TX(Zone 8b)

This picture doesn't show it very well because there is a tree in the background, but I have honeysuckle growing on this cattle panel on the fence. It is very spindly and all of the branching is at the top. If I trim it back to about 24 inches in February will it harm it or will it branch out thicker and give more blooms closer to the ground. Your opinions please and thank you.

Honeysuckle is famous for growing like crazy, don't be afraid to cut back.
