Newbie from scorching hot Dubai

Hi Everybody, I am Louise, I am from India, currently living in Dubai. I love gardening, I have a minute patch of concrete covered porch exposed to the glorious heat. I visited Thailand recently and saw this wonderful method of watering plants. It was a little plastic tap screwed into a 1 litre bottle this allows the water to drip into the pot and keep the soil moist. The lady there did not know where I could buy it. I am hoping that I can get suggestions here. I am planning to start a small container garden growing veg and herbs if I can. Will post pictures if I am successful.
