Hi, I saw this bird in North California. I think it looks like a Mourning Dove, but I don't understand why there are some yellow dot on its neck. I guess it'a an immature form?

Yep, Mourning Dove. The 'spots' are just the normal Iridescent feathers on the neck, the colour changes with the angle of light.

That's good to know, LOL! It looks so much like an Eared Dove, which shouldn't be anywhere near you unless maybe it was an escaped pet perhaps.

Hi Vanillaman - Eared Dove can also be excluded as it has a shorter tail; Cui's pic shows the typical long, pointed tail of a Mourning.
