I recently met a neighbor who has pale yellow day lilies blooming along the entire side of her house. If I were to get some from her, when is the best time to divide 'em?

Basically, you can divide them any time after blooming. When you transplant, cut the leaves about 6"-8" from the bulb to conserve energy and promote root growth. If you transplant them now, don't overwater and you might have to baby them a bit.
