CLOSED: Black bird with ring around neck

I must learn what bird this is. Am cursed with only a 250mm lens, and couldn't get a good focus. I'll appreciate any suggestions.

I think some of the "ring" is a play of the light. This looks a lot like a brown-headed cowbird. He is not a favored bird of many, but he does look humorous when he is trying to impress the ladies. :P I once had a group of three males that looked ready to fall off the wire as they were doing their funny poses.

Ah - and now it actually looks more like a cowl or hood. I enjoy funny birds. We have a bright red finch who performs intricate and very loud mating dances.
